In Like a Dragon: Pirate Yakuza in Hawaii, Wild-Caught Sashimi is only found in the waters of Alola Beach in Honolulu. You have two options: fishing or buying it from a merchant.
Buying from Grayson

The easiest method is purchasing from Grayson's Weapons at Sea, a floating merchant. He sells Wild-Caught Sashimi for a mere $1.60 per unit. To find him, swim to the east side of Alola Beach's ocean (see map above). He only appears once you've explored that area. You can carry a maximum of 10 sashimi at a time, but you can return to Grayson to buy more as needed.
