Exploration in Zenless Zone Zero primarily revolves around the Hollows, areas plagued by Ether corruption and teeming with monsters. However, New Eridu has cleverly harnessed Ether for profit, leading to intense competition among the government, corporations, and various gangs. This has given rise to Hollow Raiders, individuals who brave the Hollows in search of valuable treasures.

ZZZ's playable characters are all, to varying degrees, involved in Hollow activities, showcasing significant Ether aptitudes. Proxies can forge alliances with Agents from diverse backgrounds, including Hollow Raiders, construction firms, private institutions, and government/security personnel.

Early testing utilized an "Attack Type" system instead of character roles, causing confusion. HoYoverse addressed this by introducing distinct roles for each Agent, while retaining the Attack Type information within each Agent's stats.
