Locating the Storm King
The Storm King doesn't appear until you've progressed through the Storm Chasers update's quests. These quests begin by speaking with Kayden, who reveals the Storm Chaser base camp location. From there, you must interact with a storm (located via purple vortexes on the map) to advance the questline.
The final two quests involve defeating Raven and powering the Tempest Gateway. After aiding the Storm Chasers, Raven's hideout will appear on the map. This fight requires dodging dynamite and blocking attacks while using a crossbow.
Powering the Tempest Gateway requires at least 10 Eye of the Storm items. Some are obtained from Raven and base camp upgrades; others are found in Storm Dungeons.

With the Tempest Gateway powered, the Storm King awaits. This boss battle resembles a raid encounter. Attack the glowing yellow weak points on his body. He becomes more aggressive after each weak point is destroyed. Exploit his stuns to unleash powerful melee attacks.
The Storm King utilizes ranged and melee attacks. A glowing mouth indicates an impending laser; dodge left or right. He also summons meteors and throws rocks (predictable trajectories). Raised hands signal a ground pound; evade the impact to avoid instant defeat.
Once all weak points are destroyed, the Storm King is vulnerable. Maintain pressure, watch his attacks, and claim victory!
